Bugfixes and python package updates:

- Compressed archives aren't dicarded when candidate numbers are changed.
- Files with commas in their filenames are not saved correctly when downloaded
- Batch task that builds compressed archive doesn't trigger
- Update numpy and psycopg2 versions.
